    SUMMARY OF POSITION

    The purpose of this position is to direct the EMS program for the City of Stoughton including operations, quality control, budget development and long-term capital expenditures. To ensure that the volunteer Emergency Medical Services organization operates in an effective fashion by providing direct support in the implementation of the internal procedures for the EMS Volunteer organization.

    DUTIES AND RESPONSIBILITIES

    Core Duties and Responsibilities - The following duties are the primary duties of this position but do not compose an exclusive or all-encompassing list of duties. Other duties may be assigned or required to accomplish the main goals of this position.

    • Performs administrative functions: develops, implements, evaluates and oversees programs, policies, procedures, guidelines and goals. Prepares and monitors annual budget, implements long-range capital expenditures, assists the Board of Directors in the determination of staffing requirements, equipment needs or replacement.

    • Administers processing of ambulance billings, accounts receivables, develops and reviews ambulance charges, equipment used including purchase orders and ensures compliance with Health Insurance Privacy and Portability Act (HIPPA), Medicare, Medicaid, and health insurance plans.

    • Supervises daily operation of the EMS, insuring that continuous emergency medical services are available to the residents. This includes coordinating and overseeing the staffing of the district's ambulances and making appropriate staffing arrangements, thereby insuring that an EMS crew is available to respond to an emergency request.

    • Oversees and is responsible for assuring all EMS personnel receive adequate training to meet applicable federal, state and local requirements.

    • Represents the City and participating townships at state, county and city government levels and provides information to the EMS Board pertaining to federal, state and county standards and requirements.

    • Directs and monitors volunteer EMT squads, participates in on-call status on a 24-hour basis, responds to and supervises major calls and responds to emergencies to provide emergency medical care as needed.

    • Supervises and directs the activities of support staff, participates in hiring of staff and determines disciplinary actions.

    • Develops and maintains standards for service level of care mandated by state and county regulations.

    • Attends and participates in City Council meetings as needed, county and association meetings, provides information to the general public regarding EMT activities and services.

    • Interpret laws, regulations and policies as they relate to department activities and programs for the development of department of department services.

    Additional Tasks and Responsibilities

    While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members.

    • Assists in planning and attends fund-raising events.

    QUALIFICATIONS

    The ability to perform the Core Duties and Additional Duties listed above and:

    Education/Training/Certifications

    • EMT-Basic IV-Tech certification, CPR and emergency vehicle operation certification required with five years EMT experience with supervisory and budget development experience preferred or any combination of education and experience that provides equivalent knowledge, skills, and abilities. Must maintain Wisconsin State EMS-Basic IV-Tech license and increase license status if service changes EMT service level status.

    • Background check, physical/drug screen & reference checks required.

    Physical Abilities Required to Perform Essential Position Functions

    • Ability to operate a variety of equipment and machinery including office equipment, ambulances, defibrillators, IV equipment, suction machines, radios and related medical equipment.

    • Ability to coordinate eyes, hands, feet and limbs in performing skilled movements using medical and extrication tools.

    • Ability to exert moderate physical effort in sedentary to light work, typically involving some combinations of climbing and balancing, stooping, kneeling, crouching, crawling, and lifting, carrying, pushing and pulling over 100 pounds required to transport patients.

    • Ability to recognize and identify harmonious or contrasting combinations, as well as recognize individual characteristics of colors, forms, sounds, tastes, odors, textures, etc. associated with job-related objects, materials and tasks such as observing skin color, listening to breathing, detecting pulse and skin temperature.

    Environmental Adaptability

    • Ability to work under moderately safe and comfortable conditions where exposure to environmental factors such as temperature variations and extremes, odors, toxic agents, violence, noise, vibrations, machinery, wetness, disease and/or dust, may cause some discomfort and where there is a risk of minor injury.

    SUMMARY OF POSITION

    The purpose of this position is to perform a variety of administrative and operational duties and provide organizational support as requested by the EMS Director to assist in the day-to-day operations of the EMS Department.

    DUTIES AND RESPONSIBILITIES

    Core Duties and Responsibilities - The following duties are the primary duties of this position but do not compose an exclusive or all-encompassing list of duties. Other duties may be assigned or required to accomplish the main goals of this position.

    • Prepares, files, records and maintains a variety of reports, memos, records agendas, minutes and other correspondence, as assigned by the EMS Director.

    • Attends board meetings, staff meetings and other special meetings including evening meetings as requested.

    • Record and distribute meeting minutes and maintain meeting related files.

    • Answer department phones; greet and assist residents and customers; provide information regarding departmental services; refers callers to appropriate personnel/department; takes and relays messages, etc.

    • Review, organize and verify invoices, prepare purchase orders with account numbers for bills and enters into computer system for budget monitoring; submits to the EMS Director for signature prior to submission to the City’s accounts payable clerk.

    • Order and stock all ambulance/departmental supplies; provide a cost comparison for all supplies, including medications. Retrieve supplies as needed from local vendors.

    • Maintain/update EMS Website and EMS Meeting Room/Training Room Calendars.

    • Schedule meeting rooms and arrange for equipment needed. Check eligibility of groups using rooms and post meeting information on the City website.

    • Provide administrative assistance to the EMS Director as requested and to other staff as directed by the EMS Director.

    • Maintain and update inventory and fixed asset records and other inventory lists/reports/print-outs as needed.

    • Monitor ambulances daily for essential equipment and supplies. Test and update equipment and ambulance for working order (Defibrillators, medications, instruments, etc.).

    • Prepare and track payroll for the EMT’s, submit to EMS Director for review and approval.

    • Maintain current road map directions (including electronic software) in ambulances.

    • Assist with the coordination of in-house and community-wide CPR Classes providing administrative support as determined by the EMS Director.

    • Assist in providing education, safety, injury prevention presentation to schools and community as assigned by the EMS Director.

    • Follow all federal regulations regarding the Health Insurance Portability and Accountability Act (HIPAA).

    • Maintain confidentiality when appropriate regarding SAEMS personnel issues or other issues as requested by the Director or Assistant EMS Director.

    • Performs other duties as assigned the EMS Director.

    QUALIFICATIONS

    The ability to perform the Core Duties and Additional Duties listed above and:

    Education/Training/Certifications

    • High school diploma, or equivalent and two years administrative experience including public contact, or any combination of education and experience that provides equivalent knowledge, skills, and abilities.

    • Must be proficient with Microsoft Office Suite.

    • Knowledge of Emergency Medical Services preferred, but not required.

    Background check, physical/drug screen & reference checks required.

    SUMMARY OF POSITION

    The purpose of this position is to provide and administer both emergency and non-emergency care, extrication/rescue, and transportation for sick and/or injured persons, based on State of Wisconsin training standards and licensure requirements as set forth in Wisconsin Statutes/Administrative Rules.

    DUTIES AND RESPONSIBILITIES

    • Ensure personal safety as well as the safety of other ambulance personnel, patients and the general public.

    • Respond to ambulance calls when paged.

    • Receive, comprehend and act appropriately on information received.

    • Communicate with fellow EMTS/crew members, other medical personnel, family members, bystanders and the patient (when patient is able) to obtain all necessary information for providing the most appropriate patient care.

    • Assess the nature and extent of illness or injury and establish priorities for required emergency care.

    • Render emergency care as appropriate for level of licensure.

     Understand function of, and demonstrate skill proficiency with, SAEMS authorized equipment, supplies and medication administration.

    • Understand and apply the concepts of safe effective lifting techniques. Physically able to lift and assist in carrying any and all necessary EMS equipment and supplies from the ambulance to and from the location of the patient(s), as well as assist in conveying the patient to the ambulance.

    • Understanding of and ability to use, sanitizing and disinfecting procedures for all equipment including personal protection equipment.

    • Understand the purpose and use of the required patient documentation, communications and confidentiality relating to patient care.

    • Ability to understand, comprehend and follow all policies and procedures outlined by the SAEMS Bylaws, Standard Operating Guidelines (SOGs) and Rules and Regulations.

    • Perform all job related tasks with a high degree of skill, good judgment, integrity and confidentiality.

    QUALIFICATIONS

    The ability to perform the Core Duties and Additional Duties listed above and:

    Education/Training/Certifications

    • To apply, must be 18 years of age or older.

    • To drive (operate) a SAEMS ambulance, must be 21 years of age or older. Applicant must meet all driving requirements/qualifications prior to becoming a regular member of Stoughton Area EMS.

    • Must hold a valid State of Wisconsin Driver’s License.

    • Meet Dane County EMS (insurance provider) insurability requirements; including but not limited to background, driving record and criminal background checks prior to conditional offer of employment with SAEMS.

    • Knowledge of the territory within Stoughton Area EMS service area.

    • Current State of Wisconsin Emergency Medical Technician license or agreement to obtain license.

    • Current Health Care Provider level CPR certification by the American Heart Association or equivalent.

    • Background check, physical/drug screen & reference checks required.

    Reports to: Designated Squad Leader Pay Grade: NR FLSA: N

    This is a volunteer position, compensated on a paid-per-call/or paid-on-call stipend. This position should not be considered as a permanent part-time or full-time compensated position for the City of Stoughton.

    SUMMARY OF POSITION

    The purpose of this position is to drive and operate an ambulance thereby providing transportation for sick and/or injured persons; and, to assist the EMTs with equipment as needed.

    DUTIES AND RESPONSIBILITIES

    Core Duties and Responsibilities - Unless otherwise specifically noted, all duties and responsibilities stated herein are essential functions of this position. The following duties are considered normal for this position.

    • Ensure personal safety as well as the safety of the other ambulance personnel, patients and the general public.

    • Respond to ambulance calls when paged.

    • Receive, comprehend and act appropriately on information relayed from dispatch and other sources.

    • Understand the function of, and help with all ambulance and patient care equipment.

    • Understand and apply the concepts of safe, effective lifting techniques and be physically able to lift and assist in carrying any and all necessary equipment and supplies from the ambulance and rescue vehicle to and from the location of the patient(s), as well as assist in physically conveying patient(s) to ambulance.

    • Have an understanding of, and ability to use, sanitizing and disinfecting procedures for all equipment.

    • Drive an ambulance or rescue vehicle in either emergency or non-emergency mode as required, to the patient's location, then on to the receiving medical facility and back to the ambulance garage upon completion of the run.

    • Perform routine vehicle maintenance at the completion of an ambulance run on each vehicle used. This maintenance shall include, but is not limited to, filling fuel tanks(s), cleaning and/or sanitizing the interior of the vehicle, as necessary, and washing the exterior of the vehicle as needed.

    • Communicate any/all vehicle problems, repair issues, or other issues of concern specific to the overall operations of the vehicle to the SAEMS Maintenance Officer.

    • Perform all job related tasks with a high degree of skill, good judgment, integrity, and confidentially (HIPPA).

    QUALIFICATIONS

    • The ability to perform the Core Duties and Additional Duties listed above and:

    Education/Training/Certifications

    • Must be 21 years of age or older.

    • Must hold a valid State of Wisconsin Driver’s License.

    • Must meet current criteria set by Dane County EMS, which includes driving record and criminal background checks prior to acceptance for membership. (Dane County EMS is the insurance provider for two ambulances owned by SAEMS).

    • Must meet current criteria set by the City of Stoughton, which includes driving record and criminal background checks prior to acceptance for membership. (The City of Stoughton is the insurance provider for all ambulances not insured by Dane County EMS).

    • Must have knowledge of the territory within the service area of SAEMS.

    • Must hold a valid certification for Emergency Vehicle Operation Course (EVOC) required through Dane County, as well as maintain all required re-certifications.

    • Must hold a valid American Heart Association CPR/AED certification at the Health Care Provider Level, as well as maintain all required re-certifications.

    • Must hold a valid first aid certification through the American Heart Association or Red Cross, as well as maintain all required re-certifications.

    • Must hold a valid certification for the bloodborne/airborne pathogens course required through Dane County EMS or SAEMS, as well as maintain all required re-certifications.

    • Must meet, and follow, the criteria set forth in the Standard Operating Guidelines (SOGs) adopted by Stoughton Area EMS as well as those specifically relating to the "Driver Only Responsibilities".

    • Must comply with the City of Stoughton Work Rules (when applicable) and the City of Stoughton Volunteer Conduct Policy.

    • Must comply with all rules and regulations established by the State of Wisconsin Department of Health and Family Services (DHFS).

    • Must be able to demonstrate, and successfully complete, eight (8) supervised driving evolutions (as described in the "Stoughton Area EMS New Driver's Checklist") prior to driving the ambulance with a patient on-board, or being scheduled on call as a "Driver Only". The 8 supervised driving evolutions include:

    • Driving the ambulance to the scene in the non-emergency mode (3 times).

    • Driving the ambulance from the hospital to the EMS Garage, including backing ambulance into the garage (3 times).

    • Driving the ambulance to the scene in the emergency mode (2 times).

    • Must be familiar with the operation of the ambulance including, but not limited to: radio communication equipment, emergency lighting equipment, as well as familiarity of location of equipment stored on all ambulances owned by SAEMS.

    • Must be able to perform general physical abilities such as walking, running, lifting (75 pounds minimum) and retrieving; as well as having the ability to follow instructions/directions. A pre-employment physical is required.

    • Must be familiar with the specific duties assigned to the "Driver Only" position as it relates to retrieving equipment and supplies, lifting/transporting/loading patients to the ambulance as well as general clean up and restocking of the ambulance.

    • Background check, physical/drug screen & reference checks required.

    Environmental Adaptability

    • Exposure to hazards encountered in Emergency Medical Services including, but not limited to accident scenes, biohazard waste, crime scenes, inclement weather, infectious patients, hazardous materials, and unstable and/or violent patients.
